Abstract
This manuscript includes a project proposal for the redevelopment of the Hydro-Quebec building in the Bios-Francs region of Quebec in 1988. The project involved the creation of a partnership among community based organizations located in the region. This report chronicles the initial organizing phase of the project and describes some of the pitfalls that projects such as this might encounter. (Library-derived description)
