Abstract

The purpose of the Hess Site Re-Use Planning Project was to maximize community control in the redevelopment of a former oil tank complex in East Boston, Massachusetts (US). The goal of the project was to ensure that plans for reuse of the site would benefit the surrounding neighborhoods. This manuscript details community mobilization efforts. This report describes barriers to success that organizing efforts often encounter when dealing with complex land use policies and regulations. (Library-derived description)
