dc.description.abstract | This paper argues that a youth micro enterprise development strategy can promote self-reliance and sustainable development. It proposes a community economic development approach designed to promote social change and youth development. It identifies the current economic ills in Connecticut and the target community--Hartford. Lastly, I discuss the obstacles, options and lessons learned in the development of this project to date and the need to create a new community-based financial institution to finance business ventures for indigenous entrepreneurs in order to improve their quality of life and to promote youth self-employment, which is vital to the Hartford's economic recovery.
